Who is required to clean up unauthorized landfills?
The owner of the land on which it was formed is responsible for the maintenance of the territory and the liquidation of a spontaneous landfill. If a waste storage site is found with a volume exceeding 1 m3, the specialists of the regional MSW management operator send a notification and the coordinates of the landfill to the owner. If the owner does not remove the accumulation of garbage on his own within 30 days, the regional operator must do so. In this case, he has the right to apply to the court with a claim for recovery of expenses incurred from the owner of the land plot.
It is important to remember that during clean-up days, as a result of which waste will be collected, the organizers of the event must take care of their placement. The regional operator is ready to ensure the removal of such waste, provided they are placed in garbage collectors. However, large branches should be crushed to avoid container breakage. In case of cluttering of the site with plant waste, their cleaning is carried out by the owners of MSW accumulation sites under a separate agreement.
Combating unauthorized landfills is an important task that directly contributes to achieving the goals of the national Environmental Well—Being project and the Clean Country project. Reducing the number of such landfills not only improves the sanitary and epidemiological situation, but also contributes to the preservation of the unique nature of the Kirov region.
