
Young farmers will be supported in the Kirov region
As reported in the explanatory note, currently the provision of agricultural organizations in the region with specialists is 83%. However, only 14% of them are young professionals under the age of 35. A significant part of the industry's employees are people of pre—retirement (9%) and retirement age (13%).
The bill provides for the approval of a list of priority professions in the field of agricultural production. Various payments will be provided for young professionals who will get a job at agricultural enterprises within five years of graduation. Up to 50% of the cost of these payments will be reimbursed to employers in the form of subsidies from the regional budget.
Among the support measures are an annual cash allowance for young professionals, a one—time payment for the purchase of housing, compensation for the cost of renting housing and utilities, as well as the payment of scholarships to students who have signed a targeted training agreement with agricultural enterprises. The amount of payments for specialists with higher education will be higher than for those with secondary vocational education. It is also possible to index the amount of payments.
The law is expected to enter into force on January 1, 2026. The implementation of the law will require the allocation of additional funds from the regional budget: in 2026 — about 24 million rubles, in 2027 — more than 36 million rubles, in 2028 — almost 41 million rubles.
The Legislative Assembly Committee supported the initiative. On Thursday, the bill will be considered at the plenary session of the Legislative Assembly.
