
Kirov region wants to introduce support for orphans — students of private colleges
The committee members were presented with a bill introduced by the Governor, which is proposed to be adopted in two readings. It refers to the support of orphaned children and children left without parental care who study full-time at private colleges and technical schools on a fee-based basis. The bill establishes for them the same state support that orphans receive in state educational institutions. These students will be provided with free meals, clothes, shoes and soft equipment, or receive monetary compensation.
In addition, other support measures will be extended to this category of students. They will receive scholarships and an annual allowance for the purchase of textbooks and stationery. They will also be given the right to free travel in urban, suburban and intra-district transport (except taxis) and free travel once a year to their place of residence and back to their place of study. Upon graduation, they are entitled to a one-time provision of clothing, shoes, equipment and a one-time cash allowance.
To date, 16 orphaned children are enrolled in private colleges in the region under contracts for the provision of paid services. According to preliminary estimates, in 2025, the implementation of the new standards will require about 2.5 million rubles.
The Committee supported the initiative. It will be considered at the plenary session of the Legislative Assembly.
