Why give it away if you can sell it?

      Back in December last year, the company was supposed to complete the restoration of an 18-apartment residential building in the village of Kiknur, located at 1-a Sergei Sharygin Street. The house where the explosion took place, which claimed human lives due to the fault of the "gas workers". Or to compensate the disadvantaged residents for the cost of destroyed apartments.

      The most annoying thing, according to the residents who survived the explosion of household gas, is that the villagers who have lost their homes have been huddled with relatives or in rented apartments for almost five years. And some of the victims have already made their last journey to the local cemetery. Like, for example, Boris Borisovich Borisov, a 75—year-old fierce fighter for justice.

      "Last year you wrote about our tragedy and how our grief is being manipulated by the great Gazprom. Our complaints were sent to the Prosecutor General's Office, the President, Gazprom, and even Moscow's intervention did not move the case forward. And today, when the work of the security forces is being checked by the Moscow commission, we hope that our cry will be heard, attention will be paid, and even something will be done by the "metropolitan emissaries." They can easily put themselves in our place, one has only to imagine that their elderly parents, like hangers-on, are messing around in other people's corners," say residents of Kiknur, who last March "accidentally saw a message on Avito about the sale of the company."The explosion five years ago

      Back on June 29, 2020, in one of the apartments of this building, Gazenergoset workers replaced the meter, which on July 10 caused an explosion at 6 a.m. when the landlady of the apartment went into the kitchen. At the time of the explosion, a tenant of a neighboring apartment was killed, who was crushed by a collapsed wall. The woman died in hospital on the 11th day after the tragedy.

      On July 5, 2022, the court found Vladimir Kozyaev and Sergey Tokmolaev guilty, sentencing them to 3.7 years in a "general regime" penal colony. The victims also had the right to recover moral damage and property damage in civil proceedings from Gazenergoset. The price of the "compensation issue" was determined by an expert opinion: one million rubles each for the families of the victims, and 500 thousand on average for two dozen victims.

      By the way, almost all the "victims of the fire", with the exception of two girls who moved to Murmansk, appealed to the court with claims. And only one pensioner, Lyudmila Guseva, decided to act through Kirov lawyers, who drew the client's attention to the fact that, according to the Law on Consumer Protection, the "defendant", who compensates damages not voluntarily, but by court order, is obliged to pay a fine of 50 percent of the amount of the penalty. So Lyudmila Stanislavovna received 900 thousand rubles. Following her, the other victims decided to receive full compensation rather than partial compensation.

      The case is mired in all departments

      Despite the court's decision of March 24, 2023 (which entered into force in June), which obliged Gazenergoset LLC to reconstruct the house affected by the explosion in 12 months (in fact, to build a new one), construction did not begin in winter or spring. But 20 days before the deadline set by the court decision for putting the house into operation, on June 4, 2024 of this year, the same court decided to postpone it until December 27.

      The reason that seemed significant to the Sanchura Court for granting a postponement was the assertion by Gazprom Gazprom Distribution Kirov lawyers that work had not begun "due to the length of procurement procedures to determine the contractor to be carried out... design and survey work".

      Last December, Sanchura Themis pushed back the deadline for the house's completion to October 2025. The Regional Court did not agree with this decision in March, having satisfied the appeal of the victims. And although the Bailiff Service of the region was supposed to initiate administrative proceedings for non-enforcement of a court decision, and now turn to the Criminal Code, the ruins from the explosion stand as a monument to the "self-confident impunity of "gas workers."

      By the way, in response to the complaint of the victims to the Regional Government about the lack of control over the construction site, the regional leadership stated (signed by Zherdev) that the function was assigned to... Gazenergoset. This does not fit with the credo of the head of the TFR, Alexander Bastrykin, who considers it necessary to take personal control of property rights protection cases.

      If this is not blackmail, then what is it?

      Interestingly, Gazprom Gazprom Distribution Kirov is negotiating with the victims of the explosion, as it has the right, if not to rebuild the destroyed house (or rather, to rebuild it), then to pay compensation sufficient to purchase new housing. Moreover, the construction will cost one and a half to two times more expensive than the "monetary calculation" per square meter.

      But the victims of the fire prefer to call the "negotiations" blackmail, since the "gas workers", according to the injured residents from Kiknura, offer 35 thousand rubles per square meter (Newsler.ru He transmits the words of the victims as a version, since the negotiations are conducted verbally and privately. However, the Kiknurians are "ready to confirm under oath" what they said, as well as their lawyers):

      "If the calculation had been made back in 2020, then the price would have been too low, but we agreed - being homeless in old age is not the most pleasant state. But five years later, when we decided, without arrogance, to raise the price per square meter to 50 thousand rubles, so that it would not be enough for a barn or a doghouse — after all, we did not live in a piece of wood with a toilet on the street, but in a well-maintained brick house, Gazprom bends its line: "Either take 35, or we will prolong it indefinitely.".. What can you call such pressure, if not the word "blackmail"? Moreover, the Regional Court has already come to our defense. So it turns out that by selling Gazenergoset Kirov LLC, the perpetrators will evade the execution of the court decision," the Kiknura interlocutors argue.

      Residents of Kiknur, by the way, believe that if there are debt obligations to restore the house or pay compensation, which probably amounts to about 80 million rubles (10 million for demolition), "interim measures" should be imposed on the company.

      It can't be!

      In the course of their own journalistic investigation, almost all Kirov entrepreneurs contacted by the editorial board said with one voice that they did not believe in the sale of Gazenergoset, as it was almost the only company in Kirov that supplied liquefied natural gas to the region. This includes filling large gas tanks and cylinders for portable gas stoves.

      "Almost all Kirov residents who have summer cottages or garden plots have such tiles — it's much more economical than cooking on an electric stove. And some of them have already accumulated dozens of cylinders, which, as before, cannot be changed, and it's scary to throw them away. So I have to give them away for free. In 2023, we arrived to replace the empty ones with full ones. No, they say they're old, so we need to get new ones. We took it, brought it back to refuel last year, and again we hear: take a new one, this one has expired. Isn't that cheating? Moreover, this is a plus of two thousand per cylinder — it is very expensive for ordinary pensioners," Kirov gardeners share their opinion.

      By the way, as a Gazprom source explained, about one hundred thousand families use liquefied natural gas in the Kirov region today — all those who are far from the main gas pipeline. Therefore, the demand for a company with branches in regional centers is very significant.

      According to his own assumption, the cost of LLC-shki is probably 300 million rubles. And the debt for the restoration of an apartment building in Kiknura or the payment of compensation (65 million) will increase the price by a quarter.

      However, an interlocutor from the regional leadership confirmed that many people know about the possible sale of Gazenergoset Kirov in the gray house. According to the security unit, which coincides with the version of independent politicians, Gazprom Kirov Gas Distribution JSC may be selling "one of the most vulnerable companies," which may probably "have questions" with the arrival of a new regional prosecutor.
