Bastrykin again intervened in the case of fraud in the construction of houses in the Kirov region

      Alexander Bastrykin, Chairman of the Investigative Committee of Russia, requested a report on the progress and results of the investigation of a criminal case initiated into fraud in the construction of cottages in the Kirov region. The reason for the new reaction of the head of the department was an appeal from a resident of the region on Bastrykin's official VKontakte account, in which he expressed disagreement with the progress of the investigation.

      We are talking about a story that received a public response back in 2024. According to the Investigative Committee, the management of one of the commercial organizations concluded contracts with residents of the region for the construction of cottage houses, receiving an advance payment from them. However, according to the victims, the foundation was only erected on the sites, after which the construction stopped. According to the families, threats began to arrive from the company's management in response to requests to return the invested money. People had to move in with relatives or rent a place.The story first became public in June 2024, when information about the violation of housing rights appeared on social networks. Then the Investigative Committee announced the initiation of a criminal case under Article 159 of the Criminal Code of the Russian Federation (fraud), and Bastrykin instructed Andrei Vinogradov, head of the Investigative Committee of the Russian Federation for the Kirov region, to submit a report on the situation.

      A few weeks later, in July 2024, the topic was already broadcast on a federal TV channel. It was reported on the air that fraudulent actions were committed by the management of Amulet LLC. At the same time, it was noted that despite the investigation, the organization continued to work, and the damage to the victims was not reimbursed. Bastrykin instructed to conduct a procedural check, and to put the results under control at the central office of the Investigative Committee.

      Nine months later, on April 12, 2025, Alexander Bastrykin turned his attention back to the case. The appeal of a resident of the Kirov region in the comments on the social network became the reason for a second request — this time about the progress and results of the investigation. It is noted that the case has dragged on, the perpetrators have not yet been held accountable, and the rights of citizens have not been restored.

      The course of execution of the order of the head of the Investigative Committee of Russia has been taken back under control at the central office. Meanwhile, families are still waiting not only for the result of the investigation, but also for a fair solution, including a refund of the money spent and the opportunity to find the promised housing.
