The support of ITS participants is of particular importance in the people's program of United Russia

      EP Chairman Dmitry Medvedev held a meeting on the implementation of the party's people's program. The document covers all social spheres and is aimed at improving the standard of living of citizens. The party's special attention is focused on socially vulnerable groups and veterans of a special military operation.

      United Russia has formed a multi-stage program to support its members and their families. Over the years, the number of projects, directions and mechanisms has grown into a separate block of the party's people's program. At the suggestion of the Secretary of the General Council, Vladimir Yakushev, in March 2025, Hero of the Russian Federation Vladimir Saibel was appointed coordinator of the direction.

      During the meeting, he outlined key tasks: assistance to the party in providing medical rehabilitation, developing new targeted support measures, and creating conditions for the self-realization of ITS veterans in the professional field. Vladimir Saibel also drew attention to the specifics of the party's work with military personnel who participate in personnel programs.

      "Let's make a special decision about this, so that the party directly deals with all the participants of the SVR, our comrades who have returned from the front and are ready to help the peaceful development of the country," Dmitry Medvedev instructed.

      Among the unresolved issues at the meeting, the situation with the modernization of post offices in rural areas was identified. Vladimir Yakushev recalled that, on behalf of the president, from 2022 to 2025, 25 thousand communication offices were to be repaired in the country. But in fact, the implementation of the plan is lagging far behind – the modernization of only 3,250 branches has been completed.

      – 500 million rubles have been allocated for the program for 2025. This will allow only 105 branches to be repaired. With such a move, our deadlines are being pushed back very far," Vladimir Yakushev, Deputy Minister of Digital Development, pointed out to Oleg Kachanov.

      Dmitry Medvedev gave instructions to address this issue jointly with the party's faction in the State Duma and also appealed to the Government to find an opportunity to increase funding for cultural heritage sites.

      The meeting also discussed the implementation of urban improvement, construction and renovation of healthcare and education infrastructure, and social financing. The party has achieved an increase in the budget for rural development, housing and communal services, public transport, and culture. The program for the construction of new schools has been successfully completed. In six years, the EP has built more than 1,600 new facilities in the regions, and 5,000 more have been renovated over the past three years.
