Scooters will be equated with drivers

      According to the proposed changes to the traffic regulations, users of personal mobility equipment (SIM), in particular electric scooters, will be recognized as drivers of vehicles. The Ministry also noted that it is planned to establish a clearer and more understandable distinction between SIM, bicycle and moped. At the same time, an unambiguous ban on movement for more than one person will be introduced, regardless of the design of the "vehicle".

      According to Kommersant, with reference to the press service of the Ministry of Transport of the Russian Federation, it will be prohibited to require a pedestrian to skip a SIM, including signaling to him. And users of electric scooters will be subject to the same duties and responsibilities as drivers of other vehicles. In particular, we are talking about the obligation to undergo an intoxication check and stop at the request of a traffic inspector. It is planned to limit the speed of the SIM to 10 km/h when approaching pedestrians.

      Along with these amendments to the traffic regulations, the State Duma is preparing amendments to the Administrative Code that will tighten liability for electric scooter drivers. The maximum fine that a scooter rider will face for traffic violations will be increased to 30 thousand rubles.
