Tsaryuk remained in the elections. Does the Oblizbirkom have a different opinion?

      According to Vyacheslav Valeryevich, he resolved the issue out of court. However, as a source from the Oblizbirkom believes, the certificate hastily issued to Tsaryuk on August 27 by the Depository is not as significant and convincing as the conclusion of Rosfinmonitoring, to attempt to "knock out" the candidate for the deputy mandate of the opposition bloc in court.

      "There is a strict regional directive: the ruling party must gain at least 74 percent of the votes in the elections to the Legislative Assembly of the eighth convocation. So, for the entire Kirov opposition, which includes the 'New People', a maximum of 11 out of 45 mandates is planned. Moreover, in the current convocation, out of the total number of mandates (40), there are 15 protest ones," the interlocutor believes.

      The opposition believes that today it is considered almost a "matter of honor" to execute the unspoken directive of the local leader of the ruling party — to exclude Tsaryuk and Bikaluk from the lists of the new convocation, who constantly disrupt the peaceful flow of plenary sessions and the silence of the electorate.

      "When the party was informed that 12 kopecks were found in Tsaryuk's foreign account, and that it was time for him to leave with his belongings, only a very sad clown did not laugh, recalling how one of the recent deputy heads of the regional government 'forgot' to declare 120 million. And no one asked the 'lifetime official' where such money came from, being a perpetual 'salary earner'. And no one remembered about corruption... And here there is such a noise: do not let him into the ZakS! And it doesn't matter that the 'second person' (executive power) has more savings than the legislative power, exactly... one billion times," Tsaryuk says.

      However, Vyacheslav Valeryevich remains optimistic, as, according to sources from Newsler.ru, there is already an instruction from the Central Election Commission: "leave the candidate alone," due to which the Oblizbirkom no longer plans to go to court to demand the cancellation of his registration:

      "When I handed over the certificate and explained myself in the Election Commission, I was asked: why was I not notified? Why? Because you need to notify about the shares you own, not about someone else's. And I am surprised that, having suggested I withdraw from the elections, the Oblizbirkom demonstratively forgot about the execution of the Federal law and the Plenary Session of the Supreme Court on the protection of my electoral rights, specifically related to such a situation."

      Let us remind you that in June 2021, through a personal brokerage account at Sberbank, Tsaryuk purchased four shares of the gold mining company "Polymetal" — a joint venture of Russia and Kazakhstan. The purchase price was 6,700 rubles. In 2022, "Polymetal" "dumped Russian assets" to avoid sanctions. And changed its name to "Solid Resources inc."

      In April 2022, the Board of Directors of Sberbank — in order to avoid possible sanctions, transferred the shares of all foreign issuers to the only Russian operator "KIT-Finance," which was not subject to "Western restrictions," without any involvement of the shareholders. In December 2025, the company "Solid Resources inc" launched a procedure for blocking and forced buyout of shares from all Russian shareholders. After which the securities stopped appearing on the brokerage account and were also not indicated by Sberbank in the certificate of absence of foreign accounts.

      But they reminded about themselves on August 21, when the Oblizbirkom reported the concealment by Tsaryuk of a 12-kopeck "foreign" asset. The candidate was offered to withdraw from the elections himself or to notify the regional party branch about the candidate's withdrawal, or "we will file a lawsuit ourselves." At that time, the candidate for the mandate sent an official request to the Depository to obtain a certificate of complete absence of foreign assets. And to establish that at the time of the June application submission to the Election Commission, the shares of "Solid" no longer belonged to Tsaryuk.
