The Federal Antimonopoly Service initiated cases against three gas stations "Dvizhenie" in the Kirov region.
The Kirov Regional Office of the Federal Antimonopoly Service of Russia has initiated administrative proceedings against LLC "Chepetsknefteprodukt," LLC "Luzskaya Oil Depot," and LLC "Kilmeneznefteprodukt." All three entities operate gas stations under the unified brand "Dvizhenie."
The antimonopoly agency established that in 13 districts of the region, the companies hold a dominant position. In particular, LLC "Chepetsknefteprodukt" is the sole seller of automotive gasoline AI-92, AI-95, and diesel fuel in the Arbazhsky, Afanasyevsky, Bogorodsky, Verkhnekamsky, Lebyazhsky, Nemskiy, Svechinsky, Sunskiy, and Uninsky districts. LLC "Luzskaya Oil Depot" operates in the Luzsky and Podosinovsky districts, while LLC "Kilmeneznefteprodukt" operates in the Kilmensky district.
According to the FAS, changes in prices at the gas stations of the mentioned companies may indicate the establishment of economically unjustified tariffs. Such actions contain signs of violating paragraph 3 of part 1 of article 10 of the Law on Protection of Competition and may infringe upon the interests of an indefinite circle of consumers by imposing unfavorable contract conditions.
Cases were initiated after the operators failed to comply with the antimonopoly service's warnings about the inadmissibility of actions with signs of violating legislation within the established timeframe.
If violations are confirmed, the companies will be issued orders, and penalties will be applied in accordance with the Administrative Offenses Code of the Russian Federation. The FAS reminds that within its powers, it monitors the justification of prices for petroleum products among entities holding a dominant position and prevents possible anti-competitive agreements.
The agency urges participants in the fuel market to adhere to the principles of responsible pricing and to avoid unjustified increases in the cost of automotive gasoline and diesel fuel. Drivers report new queues at gas stations. The Central Bank has explained when the situation with gasoline in Russia will become clearer. In Kirov, queues for gasoline are forming again: at "Strelka," people are waiting for an hour and a half.
