The Ministry of Defense has determined the list of data for checking candidates.
The 12th Main Directorate of the Ministry of Defense of the Russian Federation has published a draft departmental order approving the list of information available to military officials when selecting citizens for certain military positions. The document is currently undergoing independent anti-corruption expertise and public discussion.
What the draft provides
According to the text of the annex to the draft order, officials of the Armed Forces of the Russian Federation will have the right to send requests to federal and regional government bodies, as well as to enterprises, institutions, and organizations regardless of ownership. Responses to such requests must be provided free of charge.
The list of requested information includes:
- data on registration at the place of residence and stay;
- information on the validity of the passport of a citizen of the Russian Federation;
- information from the Federal Register of Educational Documents;
- data on disability;
- information on the income of individuals from tax declarations (form 3-NDFL);
- information on bank accounts and deposits;
- extracts from the Unified State Register of Legal Entities, the Unified State Register of Individual Entrepreneurs, the Unified State Register of Civil Status Acts (on death, marriage, and divorce);
- data on criminal records, facts of criminal prosecution, being wanted;
- information on registration regarding HIV, mental disorders, narcological and other diseases;
- information on road traffic accidents;
- data on vehicles registered to the citizen;
- information on unpaid credit obligations exceeding 300,000 rubles, as well as on bankruptcy recognition;
- data on inclusion in the register of foreign agents;
- information on employment activities, including entrepreneurial and other activities;
- information on phone numbers (home, work, mobile).
Features of the information retrieval procedure
The draft states that requests are signed by officials designated in accordance with paragraph 6 of Article 5³ of Federal Law No. 53-FZ "On Military Duty and Military Service." They may be sent in written or electronic form, including through the system of interagency electronic interaction (SMEV).
The cases in which information requests are allowed are defined by two grounds:
- conducting selection of citizens and military personnel to determine their suitability for military service in certain military positions;
- conducting checks on currently serving military personnel based on the same criteria.
Provisions regarding relatives
A separate section of the draft concerns the family members of candidates and military personnel. The document lists: spouses, parents (including adoptive parents), parents of spouses, children, biological brothers and sisters, as well as spouses of biological brothers and sisters. Regarding these individuals, officials of the Ministry of Defense are also entitled to request information from the approved list during selection or checks.
Legal aspects reflected in the text
The draft order states that it has been developed in accordance with paragraph 6 of Article 5³ of Federal Law No. 53-FZ of March 28, 1998 "On Military Duty and Military Service." In the explanatory note, the developers note that the implementation of the document will not require additional funds from the federal budget and will not affect the activities of regional government bodies.
The explanatory note also states that the draft order complies with the provisions of the Treaty on the Eurasian Economic Union and other international treaties of the Russian Federation.
Status of the document
At the moment, the draft order has been published and is available for review. According to information on the portal, it is undergoing independent anti-corruption expertise and public discussion. The final version may be adjusted based on the received comments. The document does not have legal force until it is signed by the Minister of Defense of the Russian Federation and officially registered.

The Ministry of Defense has submitted for public discussion a draft order that defines the list of personal data requested from candidates for contract service and their close relatives, including parents, spouses, children, brothers, and sisters.
