Starting from September 1, 2026, mandatory labeling of sanitary and hygienic products in the "Honest Sign" system will begin in Russia. This is reported by "Kommersant," citing the Center for the Development of Advanced Technologies — the operator of the system.
In the first phase, participants need to register in the system and order labeling codes. From October 1, it will be mandatory to apply codes to product packaging. The list of products includes dental floss, sponges, paper towels, cotton products, combs, and massagers.
An experiment on the labeling of this category of goods has been conducted since September 2025. During this time, more than 640 companies have registered in the system, and over 10,000 new products have been added to the National Catalog. Experiment participants ordered more than 217 million labeling codes. A total of 288 organizations participated in the testing, including large manufacturers and regional enterprises.
The complete ban on the sale of unlabeled sanitary and hygienic products is planned for October 1, 2027. From that moment, the transmission of sales information through online cash registers and the use of electronic document management will also become mandatory.
According to estimates by the Higher School of Economics, the share of illegal products in this category reaches 14%. It is expected that removing it from circulation will allow the budget to receive more than 50 billion rubles in additional revenue, while the legal business will generate over 130 billion rubles in revenue over six years.
