Starting from September 1, the rules of operation for Russian carriers will change.

      Starting September 1, the rules for freight transportation in Russia will change. The Ministry of Transport of Russia has announced new requirements for carriers and document processing.

      One of the changes concerns foreign trucks. If there are violations, unpaid fines, debts for using toll roads, or unpaid fees for damage caused by heavy vehicles, the vehicle may be denied exit from Russia. The Federal Customs Service will monitor the presence of such debts.

      The procedure for transporting hazardous goods will also change. A separate procedure for issuing special permits and maintaining the corresponding registry will be introduced for them. In addition, the transportation route will need to be coordinated with road owners — this will allow for consideration of time restrictions and movement bans on certain sections.

      For Russian carriers, on the contrary, the procedure will be simplified. When submitting an application, it will no longer be necessary to attach an electronic copy of the truck's registration certificate. The data will be automatically verified by the system operator.

      Another innovation concerns the transportation of perishable goods. The SPS certificate can now be obtained online — the application is submitted through State Services. The Ministry of Transport believes that this will reduce the time for document processing.
