Kirov Oblast has found itself among the regions with low utility expenses.

      The Kirov region ranked 16th in the rating of Russian regions by the share of household expenses on housing and communal services and fuel. The study was prepared by experts from RIA Novosti based on data for 2025.

      According to the rating, the average family in the Kirov region spent 7.7% of all consumer expenses on housing and communal services and fuel. Over the year, this figure decreased by 0.3 percentage points.

      In monetary terms, the expenses of a Kirov family on housing and communal services and fuel averaged 5,187.6 rubles per month.

      At the same time, the Kirov region was among the regions where the communal burden on the family budget was lower than the national average. On average across the country, 9.3% of household consumer expenses went to pay for housing and communal services.

      The neighboring regions of the Kirov region in the ranking were Khakassia, where the figure was also 7.6%, and Kaluga region — 7.8%. Below the region were Kaluga region, Adygea, and other subjects with a higher share of communal expenses.

      The least amount of funds for housing and communal services in the structure of consumer expenses was directed by residents of Dagestan — 5%. The highest share was recorded in the Murmansk region — 14.2%. Overall, the figure across the country ranged from 5 to 14.2%.

      RIA Novosti took into account expenses not only for communal services but also for fuel for lighting and heating homes. Differences between regions are influenced by income levels and consumer expenses of families, tariffs, consumption volumes, and climatic conditions.
