"Golden" wells: how 2 million rubles flooded a yard in Kirov

      Three years ago, the courtyard at Kolesova, 10 was renovated for two million rubles under a federal program. They laid asphalt, installed benches, and built three wells for water drainage. However, no one connected them to the city stormwater system. Now, after every rain, the courtyard floods — water spills into the entrances and basements.

      Previously, water during rains would drain through the drainage gutters. But during the renovation, they were paved over with asphalt, and instead, three wells were built. They do not serve their purpose. The management company refuses to take action, citing that the wells are unowned.

      As revealed by an inspection by the People's Front, in order to build the wells, the Kirov administration increased the estimate and signed an additional agreement to the municipal contract. The wells were built, but the need to connect them to the storm sewer was simply forgotten.

      In this regard, a proposal has been submitted to the head of the Kirov administration to rectify the violations. If ignored, they will go to court. Until the wells are connected to the stormwater system, the management company is obligated to maintain them — pumping out water and clearing blockages. And they will do this at the expense of the residents' funds.
