Documents from open sources paint a different picture. Mikhail Shubin became the chairman of the board of the credit cooperative "Aktivfinans" on January 15, 2026 — seven months before the collapse. At the same time, since 2012 he has been registered as an individual entrepreneur, whose main activity is "dismantling and demolition of buildings." Previously, he was the general director and founder of LLC "Spetsavto 82" (freight transportation), from which he left in early 2026, and founder of LLC "Spetsavto43" (also dismantling and demolition of buildings). Maria Kirillova took over the credit cooperative "Volgo-Vyatsky" on May 6, 2024. Since October 2023, she has been the general director of LLC "AIZ" — a company engaged in wholesale trade of meat and meat products. Previously, she managed the homeowners' association "Vodoprovodnaya, 27" (housing management). Thus, both leaders of the credit cooperatives do not have a visible financial or legal profile, and their main business is related to construction, freight transportation, and food trade. This raises doubts about Pavlov's statements that he handed over management to professional financiers. Earlier, as part of the investigation, it was revealed that Pavlov was diverting funds from shareholders into construction projects, including the residential complex "Legenda," the design of which was handled by his father's firm. Now new questions arise: could the credit cooperatives "Aktivfinans" and "Volgo-Vyatsky" have been used to finance companies affiliated with Shubin or Kirillova? No official comments have been received from Kirillova and Shubin.
