Starting in October, Russians will be able to top up their accounts through ATMs of third-party banks.
Starting from October 1, 2026, Russians will have the opportunity to top up their account in one bank with cash through an ATM of another bank using the Fast Payment System (FPS). This was reported by "RIA Novosti."
The new service can only be used for topping up one's own account. It will not be possible to transfer money to another person in this way. In addition, there are restrictions: no more than 25,000 rubles per transaction, up to 50,000 rubles per day, and up to 200,000 rubles per month.
The Bank of Russia explained that such top-ups are not considered transfers between accounts, so the existing free limits on transfers do not apply. The connection of the new service will be voluntary for banks. Credit organizations will be able to set their own fees for its use.
