The authorities have determined who will receive fuel first.

      According to the minutes of meetings with Deputy Prime Minister Alexander Novak, which "Kommersant" has reviewed, the authorities have prioritized the supply of petroleum products to consumers.

      First and foremost, fuel is recommended to be directed to state customers and municipal needs, for supplies within the framework of the northern delivery, to enterprises fulfilling state defense orders, OAO Russian Railways, the civilian fleet, and agricultural producers. The next priority is consumers in Crimea, new regions, the Kaliningrad region, local fuel operators, and exports as directed by the president and the government. The list is rounded out by gas station networks of oil companies, independent filling stations, and exports under intergovernmental agreements.

      The documents note that the internal fuel market remains tense, especially in Siberia and the Far East. The key task for the authorities is to prevent regional imbalances and shortages.

      The Ministry of Energy has been instructed to identify contractors for fuel imports, propose supply schemes to deficit regions, and assess the prospects for building mini-refineries there. Heads of regions have been ordered to switch to daily reporting on petroleum product stocks at oil depots, refineries, and gas stations. Nizhny Novgorod and Vologda regions are recommended to work with oil companies to increase the number of operational filling stations.
