Gasoline on the exchange from July 21 — only to end consumers

      The St. Petersburg International Commodity and Raw Materials Exchange (SPbMTSB) will introduce new requirements for the purchase and supply of automotive gasoline starting from July 21, 2026. This is reported in the official release of the platform.

      According to the new rules, gasoline can only be purchased on the exchange for personal consumption or for third parties (end consumers). At the same time, only trading participants in the category "Exchange Member, Member of the Oil Products Section" will be able to purchase gasoline for third parties. The exchange will include them in a special list of participants acting in the interests and at the expense of others.

      Additionally, starting July 21, under the delivery terms "freight on board at the shipping station OTP," it will be necessary to indicate that the consignee or sub-consignee of the gasoline is the end consumer and to provide the corresponding certification of gasoline consumption by end consumers.

      Violating this mechanism will be considered a violation of the Organized Trading Rules and may result in measures up to the suspension or termination of access to participate in trading.

      The exchange emphasized that these measures are aimed at increasing the transparency of supply chains and ensuring priority access to exchange oil products for end consumers. End consumers are considered to be individuals purchasing oil products for personal consumption, or possessing the necessary production capacities for their processing, or purchasing oil products for subsequent resale through the infrastructure of their own gas station networks, refueling complexes, or other sales assets.

      Meanwhile, the situation with fuel in the Kirov region remains tense. As we reported earlier, according to the "Where is Gas?" website, fuel is currently available at only three gas stations of the "Lukoil" network: at the intersection of Moscow and Student Passage, as well as on both sides of Production Street. At all these points, queues reach 50-100 cars. The other gas stations in Kirov are empty, including both "Irbis" and "Dvizhenie."
