Energy facilities can be hidden from the public cadastral map.
The State Duma has adopted in the second and third readings a bill developed with the participation of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr). The document introduces a mechanism for excluding information about real estate objects from the Public Cadastral Map, as well as their subsequent return to the map.
The innovation is aimed at protecting defense and civilian facilities — primarily the fuel and energy complex and transport infrastructure. As the authors note, the need for such measures has been prompted by significantly increased threats.
Currently, the Public Cadastral Map displays all information from the Unified State Register of Real Estate (EGRN). Under the new law, Rosreestr will be able to create a special commission that will consider applications from rights holders for the concealment of information. This concerns buildings, structures, objects of unfinished construction, and the land plots beneath them.
If the application comes from federal authorities or state corporations, the decision will be made without additional approvals.
Important: the exclusion of an object from the cadastral map does not mean its removal from the EGRN — the information is retained in the register but ceases to be public.
