The State Duma introduced criminal liability for the sale of SIM cards to foreigners.
The State Duma adopted in the second and third readings a law amending the Criminal and Criminal Procedure Codes of the Russian Federation. The document was developed by the Ministry of Digital Development in fulfillment of the president's instructions from April 1, 2025, and is aimed at combating crimes committed using information and communication technologies.
The law introduces criminal liability for violating the requirements when concluding a service contract for mobile radio telephone communication with a foreign citizen or a stateless person. If the contract does not include information about the identifier of the user equipment in which the SIM card will be used, and this has caused significant damage, the violator faces a fine of up to 500,000 rubles or imprisonment for up to one year.
The explanatory note states that in recent years, the number of subscriber numbers among foreigners has been increasing, which fraudsters exploit. They organize call centers, call from numbers similar to bank ones, and try to obtain codes from SMS to steal money.
In addition, the law toughens penalties for the illegal collection or dissemination of information about the private life of citizens, as well as for violating the secrecy of correspondence and telephone conversations. If such crimes are committed for selfish motives, the maximum penalty is up to four years of imprisonment.
The Chairman of the State Duma, Vyacheslav Volodin, stated that the decisions were made in the interests of the citizens of the country. He also added that earlier on the same day, laws aimed at improving migration policy were adopted.
