The document was handed over by the Deputy Head of the Ministry of Internal Affairs for Citizenship and Registration of Foreigners, Mikhail Nikulin.
As reported by the police, the native of Yemen, Al-Khai Hamdan Abdulrahman Lutf, has been living in Kirov since 2022. In 2025, he graduated with honors from VyatSU with a degree in "Management," and he was awarded the qualification of "Master." The young man acquired Russian citizenship based on Article 16 of the Federal Law "On Citizenship of the Russian Federation" through a simplified procedure.
