Matviyenko proposed to simplify state procurement during the period of the special military operation.
At a meeting of the Federation Council, Valentina Matviyenko stated that the current system of state procurement requires an urgent pause. She proposed to impose a moratorium on the relevant law (referring to 44-FZ, which regulates the contract system) until the end of the special military operation in Ukraine, reports the newspaper "Kommersant."
According to the speaker of the chamber, this will allow regions to expedite the construction of social and infrastructure facilities without lengthy approvals. She pointed out to her colleagues that currently, after all mandatory competitive procedures are conducted, contractors have only six months left to actually utilize the funds. This schedule, Matviyenko emphasized, is absolutely unacceptable under current conditions.
At the same time, the chairwoman of the Federation Council specifically noted that the moratorium does not cancel financial and legal oversight. Law enforcement and supervisory bodies will continue their work. However, in her opinion, it is not possible to halt the entire process of utilizing federal funds and developing the country due to theoretical suspicions of violations.
As a result of the discussion, senators agreed to prepare an official appeal to the government requesting to consider the possibility of introducing such a moratorium.
