The Federation Council approved mortgage holidays of up to one and a half years for the birth of a second child.
According to the new law, borrowers will be able to temporarily suspend mortgage payments for up to one and a half years. During the first six months, interest on the loan will not accrue, and starting from the seventh month until the end of the moratorium, interest will be charged in full.
Currently, parents can only apply for mortgage holidays for six months and only under additional conditions. For example, if the family's income has decreased by more than 20%, and the expenses for servicing the loan exceed 40% of the average monthly income.
As previously noted in the State Duma, during the revision of the bill, it was decided to exclude the wording that the birth of a child is a "difficult life situation." Instead, the concept of "special circumstances" has emerged.
The law will come into effect on September 1, 2026. Its provisions will also apply to legal relationships that arose before this date, writes "Vedomosti."
The document was developed by the Ministry of Finance at the request of the President of Russia. Currently, there is already a mechanism for mortgage holidays for borrowers who find themselves in a difficult life situation, as well as preferential mortgage programs for families with children.
