Simakov reported on the administration's work for the year 2025.

Today, June 30, at a meeting of the Kirov City Duma, the head of the administration, Vyacheslav Simakov, presented the annual report on the activities of the administration for the year 2025. According to Simakov, the work of the city authorities was focused on three key areas: creating a comfortable urban environment, ensuring safety, and improving the quality of life for residents. Special attention was given to supporting participants of the special military operation and their families, as well as preparing for the celebration of the 80th anniversary of Victory in the Great Patriotic War. In anticipation of the anniversary date, as noted by the head of the administration, all memorial zones in the city of Kirov were put in order. Regarding the financial stability of the city, budget revenues were executed in the amount of over 28.3 billion rubles, while own revenues increased by 8.2%. The municipal debt at the end of 2025 amounted to about 2.8 billion rubles. Significant funds were allocated for road infrastructure. Within the framework of the national project "Infrastructure for Life," nearly 3.7 billion rubles were attracted for these purposes. Over the year, 14 sections of roads with a total length of more than 20 kilometers were brought to a standard condition. The construction of a transport crossing under the Trans-Siberian Railway in the Novovyatsky district continued, which is planned to be completed in 2027. In the field of public transport, according to Simakov, the city fully fulfilled all obligations to support carriers. In 2025, Kirov received 50 new buses. The head of the administration also focused on the development of the urban environment. Last year, architectural lighting was installed on 63 building facades, and as part of the modernization of communal infrastructure, work was carried out on 78 water supply and sewage facilities. One of the most discussed topics was education. In 2025, five new schools and second buildings opened in Kirov, creating more than 6,400 new student places. After that, 66% of city schools switched to one-shift education. Two second buildings of kindergartens also began operations, which allowed for the provision of places for all needy preschoolers. At the same time, the head of the administration acknowledged that there is a staffing shortage in the city's schools. To attract specialists, young teachers continue to receive one-time payments, contracts for targeted training are being signed, and work is underway to create a municipal fund for official housing for social sector workers. In the field of housing construction, the administration continued to implement mechanisms for comprehensive territorial development. Over the year, 11 new contracts for comprehensive development were signed, and the total volume of housing commissioned exceeded 229,000 square meters. In addition, 37 emergency houses were demolished in Kirov, and people were relocated to new apartments. Summarizing, Vyacheslav Simakov noted that 2025 was a tense but productive year. "We managed to achieve significant results. At the same time, we understand that only part of what is necessary has been done, and there are still many tasks ahead. The work of the administration will continue. Special attention will remain focused on supporting participants of the special military operation and their families, as well as on the safety and comfort of our citizens," emphasized the head of the administration.
