Scholarship for perfect scorers: payments linked to the availability of funds in the budget
At first glance, this seems to be a technical amendment. But fundamentally, an important condition is changing: now the payment deadlines directly depend on the availability of funds in the regional budget.
This concerns the famous gubernatorial scholarship of 30,000 rubles, which Alexander Sokolov announced in 2023 as one of the key measures to support talented graduates. At that time, the initiative received wide resonance and was actively discussed both in the region and beyond.
According to the Kirov region government decree No. 308-P dated June 26, 2026, changes have been made to the procedure for providing the payment.
Previously, the scholarship was transferred to students by the 30th of each month, but now a new wording has appeared in the document: the payment is made by the 30th of the month, subject to the availability of budget allocations.
In the absence of funding, the money will be transferred to students later—no later than 30 calendar days from the moment the funds are allocated to the relevant ministry.
In other words, the payment itself is not canceled. However, the main aspect disappears—the strict tie to a specific date.
Now, students with perfect scores still retain the right to receive 30,000 rubles monthly, but the timing of the money transfer becomes dependent on budget financing.
Against the backdrop of the current budget situation, this amendment looks particularly noteworthy.
According to operational data from the Kirov region's Ministry of Finance, the regional budget deficit at the end of June exceeds 5 billion rubles. In these conditions, even minor changes in the mechanisms of social payments inevitably attract attention.
Especially when it comes to a project that has had not only social but also image significance from the very beginning. The gubernatorial scholarship for top scorers was presented as a tool to retain talented youth in the region. Alexander Sokolov previously noted that thanks to this measure, 21 graduates with maximum Unified State Exam scores remained to study at Kirov universities.
Formally, the current changes can be called technical. But the mere fact that the document now includes the wording about payments "subject to the availability of budget allocations" is indicative. For now, it is only about adjusting the payment procedure, not canceling the support measure itself.
Nevertheless, this is already a signal: even for the most noticeable and public projects, the authorities are beginning to lay down a mechanism for deferring funding in the event of budget constraints. This means that the issue of the sustainability of regional obligations is gradually becoming more relevant.
