"Was there no control?": The government has been criticized again for the Capital Repair Fund
At the meeting of the Legislative Assembly committee, a bill from the Prosecutor's Office of the Kirov Region was reviewed. We wrote about it in detail here. In short: the prosecutor's office wants to ensure that the Capital Repair Fund has the right to "kick" its contractors not only under the contract but also by law. That is, to compel them to rectify deficiencies in their work and to impose fines if they do not comply. Deputy Albert Bikaluk asked, "Was there no control function before? How did they accept the work then?" Government Chairman Mikhail Sandalov replied that such work was carried out, but under contracts, and now the control function will also be enshrined in legislation. "That is, at a higher level," he said. "This is a guarantee that everything will be executed." Bikaluk was outraged: "So for more than ten years, the Fund operated without a function enshrined in law to control the progress of work? I consider this a management failure." Sandalov reiterated that this work was being done; it has just now been elevated to the level of law. Ultimately, the committee supported the initiative. The final decision will be made at the plenary session of the Legislative Assembly.
