Let us remind you that earlier, Russian President Vladimir Putin announced during the SPIEF-2026 the postponement of plans to reduce the revenue threshold for small businesses, exceeding which, businesses using the simplified taxation system (STS) are required to pay VAT.
It should be noted that starting from January 1, 2025, Russia began a phased reduction of the maximum income for transitioning taxpayers to the simplified taxation system (STS) to the VAT payment regime (value-added tax). From 2025, entrepreneurs under STS whose revenue exceeded 60 million rubles either for the previous year or since January 1, 2025, will be required to pay VAT. In 2026, the threshold was lowered to 20 million rubles. In 2027, it was supposed to drop to 15 million rubles, and in 2028 – to 10 million rubles.

Today, June 8, Prime Minister Mikhail Mishustin announced that he is instructing the government to work together with State Duma deputies on legislative changes to establish a revenue threshold for businesses under the simplified taxation system at the level of 20 million rubles per year.
