Repairs until September 2027 and resettlement until 2028: what was discussed at the reception with the State Housing Inspector in Kirov
On June 3, 2026, the chief federal inspector for the Kirov region, Grigory Zhitenyev, held a personal reception for citizens at the regional reception of the President of the Russian Federation. The meeting took place at the request of the plenipotentiary representative in the Volga Federal District, Igor Komarov. Along with Zhitenyev, the issues were addressed by the Minister of Construction, Mikhail Skokov, the Minister of Energy and Housing and Utilities, Maxim Gornostayev, the head of the Kirov administration, Vyacheslav Simakov, the acting head of the Capital Repair Fund, Andrey Antonov, and prosecutor representative Dmitry Degtyarev.
Emergency housing: included in the program, but in stages until 2028
One of the residents of Kirov complained that the city administration was not taking measures to resettle his house. As Vyacheslav Simakov explained, back in January 2026, the city hall sent a proposal to the Ministry of Construction to include this house in the regional targeted program. Mikhail Skokov confirmed: the house is already in the program. The resettlement is divided into three stages, with full completion planned by 2028.
House at Ivan Popov Street, 36: roof promised by September 2027, but there is a chance to expedite
Two residents of house No. 36 on Ivan Popov Street requested assistance in completing the capital repair, which has been ongoing since 2023. From the documents and explanations, it followed that the facade, foundation, and basement repairs were completed in December 2023. In May 2025, at the request of the State Housing Inspectorate, the court ordered the Capital Repair Fund to carry out work on the roof. The prosecutor's office submitted representations to the Fund and the Ministry of Energy and Housing and Utilities.
On May 12, 2026, the Fund signed a contract for the development of project documentation and the capital repair of the roof. The deadline is until September 1, 2027.
After Grigory Zhitenyev listened to all participants, he recommended Minister Maxim Gornostayev to take control of the roof capital repair and, considering the applicants' arguments, to consider the possibility of completing the work by the end of 2026.
Vorovskogo, 101: auction did not take place due to lack of applications
A similar problem exists for residents of the house at Vorovskogo Street, 101. Due to the dilapidated roof, leaks are occurring, and the facade is deteriorating. The prosecutor's office established that the auction was announced untimely. In April 2026, the prosecutor submitted a representation — the auction was posted, but it did not take place: there were no applications. The repeated auction will conclude in August 2026.
The regional Minister of Energy and Housing and Utilities has been recommended to monitor the competitive procedures and assist the Fund in conducting them.

However, after a meeting with citizens, the chief federal inspector recommended to the relevant minister to try to complete the work this year. Additionally, another house in Kirov will be included in the relocation program — but it will only be resettled by 2028.
