Laws that came into effect on May 25
Debt write-off mechanism for participants in the special military operation
Starting from May 25, participants in the special military operation (SMO) who signed a military service contract on May 1 will be exempt from obligations on overdue loans for which there is a court ruling on collection. This will also apply to their spouses. A similar provision was introduced for those who had debts in 2024.
Extension of land lease agreements for participants in the SMO
Starting from May 25, lease agreements or gratuitous use of land plots provided to participants in the special operation by government authorities or local self-government will be extended indefinitely.
Social guarantees for the families of our defenders
Starting from May 25, families of participants in the special operation will be exempt from paying state duty for the registration of inherited vehicles.

Preservation of cultural heritage sites
Now DOM.RF will assist in the preservation of cultural heritage sites. This includes ensuring the provision of state support measures. For this purpose, information about cultural heritage sites that are in unsatisfactory condition will be collected in a unified information system. Protection authorities will receive an objective control tool, and investors will receive reliable information.
Laws coming into effect on June 5
Protection of Russians abroad
The Supreme Court of the Russian Federation may be involved in carrying out tasks to protect Russian citizens who are arrested, detained, or persecuted by decisions of foreign courts or international judicial bodies in which Russia is not participating.
Protection of historical truth
Starting from June 5, prevention of offenses will also be carried out in the following areas: ensuring the protection of historical truth, preventing the diminishment of the significance of the people's feat in defending the Fatherland, fulfilling military duty, and serving in the military.
Law coming into effect on June 30
Improvement of control over migrants
The experiment to test the rules and conditions for the entry of foreign citizens and stateless persons into Russia and their exit from it has been extended until December 31 of the following year.
As part of this, biometric data will be collected from migrants at all checkpoints across the state border of the Russian Federation, where technically feasible. In addition, foreign citizens are required to register in the special RulD application.
