This point, in the opinion of the construction community, unjustifiably excluded companies specializing directly in landscaping and design from the bidding process.
In addition, the Federal Antimonopoly Service ordered the customer to extend the application submission deadline so that contractors, who were previously deterred by excessive qualification barriers, could prepare their proposals.
It is worth noting that the landscaping of the park near the memorial complex is one of the largest infrastructure projects in the city.
