Starting from June 1, 2026, the Kirov branch of the Social Fund of Russia will begin accepting applications for a new support measure — an annual family payment. It will be available to officially employed parents whose income was subject to personal income tax (PIT) in the previous year.
Conditions for the family: two or more children under 18 years old (or up to 23 years old if the child is studying full-time), Russian citizenship for the children and each of the working parents, as well as no outstanding alimony debts. At the same time, the average per capita income of the family must not exceed 23,673 rubles — this is one and a half times the subsistence minimum in the region.
The Social Fund will take into account labor income, pensions, benefits, scholarships, alimony, fees under civil contracts, copyright royalties, monetary allowances for military personnel and law enforcement officers.
The amount of the payment is calculated as follows: they take the PIT from the income for the previous tax period without considering tax deductions and subtract from it the tax on the same income, but calculated at a rate of 6%.
An example from the press service: if one of the spouses earned 600,000 rubles in 2025 (50,000 rubles per month before PIT), then 78,000 rubles were withheld as tax. At a rate of 6%, the tax amount would have been 36,000 rubles. The difference — 42,000 rubles — is subject to refund to the parent.
Important: whether the parents are married or not, or with whom the children live — does not matter. The press release provides such a case: the mother has three children aged 4, 7, and 14 years. The marriage with the father of the two older children (14 and 7 years old) has been dissolved, and there was no marriage with the father of the third child. If other conditions are met, both the mother and the ex-husband will be able to receive the payment.
The maximum annual income for a family of four, under which one can still expect the payment, is 1,136,304 rubles. At the same time, the amount of the payment for each working parent is individual and depends on the amount of taxable income and tax deductions.
Self-employed individuals and individual entrepreneurs applying special tax regimes and having no other labor income subject to PIT will not receive the payment.
Applications can be submitted from June 1 to October 1 in the personal account on the "Gosuslugi" portal or at the client service of the Kirov branch of the Social Fund.
