The medical record indicated the presence of a medical condition related to a mental disorder against the background of alcohol dependence. This is a direct medical contraindication for operating any vehicles.
The prosecutor's office deemed that such a driver poses a threat on the road. Citizens with similar restrictions can potentially provoke traffic accidents, cause harm to the health of others or their death, and inflict property damage.
The supervisory authority filed an administrative lawsuit in court demanding to revoke the man's right to operate a vehicle. The court recognized the prosecutor's demands as lawful and justified — he was deprived of his driving rights.
