At the plenary session of the Legislative Assembly, Deputy Vyacheslav Tsaryuk asked whether a budget deficit and state debt increase is planned for the Kirov region in 2026. In his opinion, this can be expected, especially considering the difficult situation in the Capital Repair Fund, which is unlikely to manage without regional support, the need to complete the construction of three schools in Kirov and two in the districts, and other expenses.
Finance Minister Larisa Makoveeva responded that the budget for 2026 is quite complicated. According to her, the federal Ministry of Finance has set a goal for the regions to prevent an increase in state debt. However, she did not promise that this would not happen. Makoveeva cautiously added that the regional authorities will coordinate all decisions with the federal government and Kirov deputies in any case.
Government Chairman Mikhail Sandalov, in turn, noted that the Kirov region will likely continue to attract budget loans, as they are very important for the region's development. "We will strive to continue to apply for their attraction," he said.
During the discussion, it was also mentioned that in the past year 2025, the state debt of the Kirov region increased from 25.1 billion rubles to 28.8 billion rubles, mainly due to budget loans.
