A law on the execution of the budget for 2025 was adopted in the Kirov region.

      On May 21, at the plenary session of the Legislative Assembly, the deputies adopted in two readings the law of the Kirov region "On the execution of the regional budget for 2025." Finance Minister Larisa Makoveeva reported that revenues amounted to 107.5 billion rubles (101.1% of the plan), and expenditures were 116.7 billion rubles (99.5% of the plan). The money was mainly spent on the following areas: social policy - 26.9%, education - 27%, healthcare - 5.3%, national economy - 20.1%. Within the framework of national projects, 21.8 billion rubles were spent, including 15.4 billion rubles from the federal budget and 6.3 billion rubles from the regional budget. Deputy Albert Bikaluk once again criticized the authorities' decisions. He noted that the region, in his opinion, is not developing significantly, and the budget is being cut in many areas such as culture, employment, support for SMEs, youth policy, ecology, industrial development, and agriculture. The deputy expressed the opinion that one of the reasons for this is the need to free up funds for unfinished schools, for which about 4.5 billion rubles were spent in 2025. Bikaluk also criticized the authorities for the advances given to contractors but not returned, additional expenses for the ice rink in Raduzhny, funding for professional sports (which, according to him, the president does not support), the unspent hundreds of millions in the areas of transport, resettlement from emergency housing and housing and communal services, uncollected excise taxes, increased accounts receivable, the growth of the budget deficit to 9 billion rubles, and the state debt to almost 29 billion rubles. At the end, the deputy noted that the Kirov region stood out the most in terms of growth in non-tax revenues, that is, in the collection of fines. "They created a fine battalion," he expressed his opinion. After Bikaluk's speech, applause erupted in the hall. Deputy Sergey Mamaev agreed with the opinion about the fine battalion. He also noted that overall the budget indicators are not bad, but in terms of economic development, nothing significant is being built except for the tunnel. Moreover, in the deputy's opinion, many expenditures are thoughtless and ineffective, for example, on the campus and on the maintenance of the Kumen water pipeline. The same goes for the road leading to the venue of the Sabantuy; it was built, but now it is not particularly needed, while many villages and settlements still remain without proper roads. Mamaev also criticized the authorities for unfinished schools, unreturned advances, "Clean Water," resettlement from emergency housing, sports, and much more. He expressed the opinion that most projects are just "wants of the team that came in and does not understand what needs to be done." The Chairman of the Government, Mikhail Sandalov, in turn, noted that the tunnel is not just a want, but a decision of the president. A request for the campus has been prepared, and the authorities hope to receive funding in the fall. As for schools, in his opinion, their construction is necessary anyway; they are needed for children. Sandalov added that such schools as those currently being built did not exist in the region before. However, he did not specify whether they would be completed, when, and how. During the voting, 32 deputies supported the bill. Two opposed it.
