A law on additional payments to grandmothers has been adopted in the Kirov region.
Today, May 21, at the plenary session of the Legislative Assembly, a bill was considered that amends the law "On Measures of Social Support for Families with Children." It introduces a monthly payment to grandmothers or grandfathers who care for a first-born child under three years old, born or adopted between July 1, 2026, and December 31, 2028.
The amount of the payment is calculated as the difference between 45,794 rubles (when a child is born to a woman under 25) or 38,203 rubles (when a child is born to a woman aged 25 and older) and the monthly income of the person caring for the child. Eligibility requirements include: Russian citizenship, registration in the Kirov region, actual caregiving, and parents' employment with an income not lower than 1.5 times the minimum wage or their full-time education.
Deputy Albert Bikalyuk expressed the opinion that this is a "pre-election bill, poorly thought out and hastily adopted — immediately in two readings." He added that some questions remained unanswered and urged those around him not to engage in populism, as he believes it will not help improve demographics. "Confidence in tomorrow is needed by mothers. Not additional payments to grandmothers," the deputy added.
During the voting, 34 people voted in favor, and one abstained. Thus, the law was adopted. It will come into effect on July 1, 2026.
