"Divide into the right and wrong": the deputy complained about the "urban planning" bill
Today, May 20, the committee of the Legislative Assembly reviewed a draft law amending the law "On the Regulation of Urban Planning Activities in the Kirov Region." It was proposed to adopt it in two readings.
The document itself is predominantly formal in nature. However, one of the points outlined in it sparked a heated discussion.
Deputy Vladimir Ponaryev drew attention to the commission for preparing the land use and development rules project. The draft law states that among other things, deputies of the Legislative Assembly "from the corresponding electoral district" may be included in its composition. He commented on this as follows: "And what’s wrong with the other deputies? If a deputy has no district, if he is from the list? We will have 15 such deputies in the next convocation. What will they be doing? Maybe we, list deputies, shouldn’t even attend the meetings?"
Ponaryev expressed the opinion that there is already a certain trend in the region towards dividing deputies into "correct and incorrect." Later, in a conversation with a journalist from Newsler.ru, the deputy added that such decisions by the authorities, as he believes, may be attempts to infringe upon the opposition members, who mainly represent the list part.
Deputy Albert Bikaluk expressed the opinion that list deputies also have electoral districts, and there is no problem here. Someone else present noted that the current version of the law, which has the same conditions, was taken as the basis for this draft law.
Ponaryev proposed to revise the draft law, stipulating that all deputies of the Legislative Assembly, including list deputies, could be included in the commission. However, during the voting, the majority of those present voted for the adoption of the draft law in two readings, without any revisions. The final decision will be made at the plenary session of the Legislative Assembly.
