In Kirov, 80 million was spent on free transportation, and 61 million on contributions for major repairs.

      Today, May 18, at a meeting of the Kirov City Duma's commission on transport, housing and communal services, ecology, and life safety, the deputies heard a report on the execution of Kirov's budget for 2025. The speaker, head of the finance department Gulnara Saifutdinova, announced the expenditures for the municipal programs that fall under the commission's responsibility.

      In particular, the speaker reported that last year the city authorities spent 80 million rubles on free travel for participants of the special military operation and their family members. 123 million rubles were allocated for subsidies to carriers, including 83.5 million rubles to assist "ATP" in fulfilling obligations under financial lease agreements for transport.

      557 million rubles were spent on the capital repair of water supply and sewage networks in the city. 70 million rubles were allocated for the construction of a gas boiler house on Depovskaya. Almost 24 million rubles were spent on the maintenance, repair, and upkeep of municipal facilities.

      When considering municipal housing, contributions for capital repairs amounted to 61 million rubles. About 27 million rubles were spent on the current repair of 66 apartments and the capital repair of two apartments. 2.6 million rubles were spent on the conservation of houses, 0.5 million rubles on technical inspections, and 1.1 million rubles on the calculation and collection of payments.

      There were also other expenses. For ensuring safety in the city, 135 million rubles were spent. 512 million rubles were allocated for the resettlement from emergency housing. Almost 47 million rubles were spent on environmental protection (of which 31 million rubles were spent on the maintenance of the landfill in Kostino).

      The head of the Audit Chamber, Elena Merzlyakova, pointed out that for a number of programs, the target indicators were not met. For example, the deadlines for developing the capital repair projects for the overpass over the railway on Shchorsa and the capital repair of Sovremennaya Street (from Lenin to Agronomicheskaya) were violated. There were also violations regarding the deadlines for developing the traffic organization project. The gas boiler house on Depovskaya was only built in March 2026.

      The head of the Kirov administration, Vyacheslav Simakov, promised to adjust the report. He also added that the project for Sovremennaya had gone through state expertise several times but had not yet been able to pass it. In the near future, the contractor will try to eliminate all deficiencies and resubmit it.
