"This is a disaster": deputies criticized the relocation from emergency housing in Kirov
Today, May 18, at a meeting of the Duma commission, the program for relocating people from emergency housing, recognized as such since 2017, was discussed. As reported by the Kirov administration, the first phase of this program planned to relocate 79 apartments, where 162 people lived. By May 1, 2026, it was possible to relocate 70 apartments. As for the remaining nine, the owners are not opposed to relocation; however, they are currently outside the Kirov region and cannot sign the papers. They promise to complete work with them by July. Next, the city will begin preparing for the second phase, which plans to relocate 178 apartments, where 335 people live. Several deputies criticized the actions of the administration. Deputy Alexander Nikulin expressed the opinion that the relocation program has failed, calling it a "complete disaster." He reminded that people were promised housing, told to declare their homes as emergency, they did so, and now they are forced to live in dilapidated houses without any repairs. According to the deputy, the city has fallen behind in relocation by as much as nine years; moreover, in 2026, it will likely not even be able to relocate all the houses recognized as emergency in 2017. The deputy urged the administration to participate in some programs, appeal to the government, and attract additional funds. Deputy Vladimir Zhuravlev reminded that elections are coming soon, including for the State Duma. He said that party affiliation does not matter to him, but if a candidate helps solve an important issue for the city — for example, with the same relocation — he would gladly vote for them. Zhuravlev expressed hope that some solution could be found to expedite relocation, as people living in emergency housing are not eternal, and they may simply not wait for normal conditions. Deputy Denis Erokhin criticized the authorities for not including all emergency houses that could be in the comprehensive development contracts (KRT). For example, this happened on Krasina and Khlebzavodsky. In his opinion, if the city is unable to quickly relocate the houses itself, it should involve construction companies. And the money from "above," he added, may not be forthcoming. The head of the administration, Vyacheslav Simakov, promised to report on the cases on Krasina and Khlebzavodsky separately. The head of the city, Elena Kovaleva, asked him to prepare a report on KRT as a whole for the next commission meeting.
