Kirov was unable to fulfill the plan for one of the national projects.

      Today, May 13, public hearings took place in Kirov, where the head of the finance department, Gulnara Saifutdinova, presented a report on the execution of the budget for 2025. However, the hearings were merely a formality — apart from officials, no one else spoke or asked questions. It is unknown whether ordinary residents of the city even attended.

      Regarding the report, Saifutdinova noted that last year, the majority of tasks in Kirov were completed. Revenues amounted to 28.3 billion rubles, and expenditures were 29 billion rubles, executed at 100.2% and 99.4% respectively. The deficit reached 725 million rubles.

      Among the expenditures, more than 67% were spent on the social sphere, primarily on education.

      The national project "Infrastructure for Life" was executed at 99.5%. Within this framework, the authorities spent 3.6 billion rubles, including one billion on a tunnel in Novovyatsk. Funds were also allocated for maintenance, repair, and construction of roads, landscaping, relocation from emergency housing, territorial development, housing and communal services, and other areas.

      The national project "Youth and Children" was successfully executed at 100%. The authorities spent 265 million rubles, mainly on various payments to school staff.

      Under 17 municipal programs, Kirov spent 28.9 billion rubles (99.4%). Social programs were allocated 19.6 billion rubles, executed at 99.5%.

      In particular, funds were spent on safety in social facilities, repairs, landscaping, and acquiring all necessary items. The construction of four schools cost 2.5 billion rubles. The equipping of a kindergarten in the Pribrezhny microdistrict cost 10.6 million. Capital repairs of kindergartens amounted to 22 million. In honor of the 80th anniversary of Victory, monuments were restored for 11.5 million rubles. Sports received 12 million rubles. About 900 million rubles were spent on housing for orphans. There were other areas of expenditure as well.

      The speaker added that in 2025, all social obligations were financed. And that the city ended the year without overdue accounts payable. We will discuss how much it owes in total and to whom in the next article.
