According to the law, important urban planning decisions are made only after public hearings. Residents must be gathered, informed about development projects, and their opinions collected. About 10 years ago, hearings attracted a large number of people, and a number of controversial development projects were canceled.
How is it that today citizens learn about new construction only after the fact? The problem is that public hearings today are conducted formally, at inconvenient times, and it is difficult to find information about them. As a result, decisions are made by officials on behalf of the people.
Recently, the "New People" party advocated for the return of mandatory public hearings — not formal ones, but real ones. With the participation of residents, relevant experts, and the professional community. "New People" has already proposed an initiative that at the federal level suggests excluding the possibility of approving urban planning decisions without public discussions or public hearings.
"Mandatory public procedures are needed not only for issues of spot development but also for other initiatives that affect the daily lives of everyone. Decisions should be based on the requests of citizens and the opinions of experts, which will be gathered through transparent mechanisms. Even with good intentions, the absence of such mechanisms or their ineffective operation is highlighted by a vivid example, such as the return and renaming of street names, around which a wave of negative comments from citizens erupted," noted the Kirov branch of the "New People" party.
Today, the Kirov region, like many other regions, faces a choice: to continue the practice of formal discussions or to build a full-fledged dialogue. This affects not only the external appearance of the city but also the quality of life within it.
