The Rosreestr revealed a scheme for stealing summer residents' accounts through fake fines.
Scammers have updated their tactics to pressure gardeners and homeowners. They send fake notifications about alleged violations on the property, attaching a link for quick and supposedly discounted payment of such fines. As reported by the press service of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), this scheme is always followed by hacking into the personal account on the state services portal.
The only document that can serve as a legal basis for paying an administrative fine for land violations is a ruling on the imposition of an administrative penalty. Rosreestr clarifies that it must be signed by the chief state inspector of the region (or their deputy) and stamped by the territorial body of the agency.
A property owner can receive such a ruling only in three ways: personally during the consideration of the administrative case, by registered mail, or electronically — exclusively through the personal account on the "Gosuslugi" portal. Rulings on such fines are not sent via SMS, messengers, or any other third-party links, the agency emphasizes.
An important condition that will help distinguish a real threat of a fine from a fake: Rosreestr has the right to hold someone accountable only after conducting a control (supervisory) event and drawing up a protocol. The owner must be notified in advance about the time and place of such an event — by registered mail or through the personal account on "Gosuslugi." If the property owner has not received such official notifications, but they are already receiving a message demanding payment of a fine, it means they are in contact with scammers.
In case of doubts about the authenticity of the ruling, the agency advises not to click on suspicious links, but to personally contact the territorial body of Rosreestr, call them, or send a complaint within 10 days to the body that allegedly issued the document. All addresses of the territorial bodies of Rosreestr are listed on the official website rosreestr.gov.ru.
Sergey Vachevsky, Deputy Head of the Rosreestr Office for the Kirov Region, commented: "In the Kirov region, there is a practice of notifying controlled persons about the date and time of conducting control (supervisory) events, the date and time of drawing up the protocol, and the consideration of the administrative offense case by sending the relevant notifications (notices) to the controlled persons via registered mail with acknowledgment of receipt. When suspicious information is received, residents of the Kirov region can verify its accuracy and authenticity with the Office by calling: (8332) 35-98-90, 35-98-91."
