Let us remind you that in April, the Kirov Ministry of Finance launched two competitions to find organizations that would provide loans to cover the "gaps" in the regional budget. In each case, the starting price was 299.8 million rubles, and the loan amount was 1 billion rubles. In both competitions, "Sber" won, and contracts were signed for amounts equal to the starting price (299.8 million).
Apparently, this money was not enough for the region, and today, May 4, the Ministry of Finance launched four more similar competitions. The starting price for one is 339.8 million rubles, the loan amount is 1 billion rubles, while for the remaining three, the starting price is about 169.9 million rubles, and the loan amount is 500 thousand rubles. In total, the region plans to take out an additional 2.5 billion rubles in loans.
Currently, applications are being accepted, which will last until May 20 in the first case and until May 14 in the other three. Judging by the documentation published on the government procurement website, the services will be provided in the form of non-revolving credit lines. This means that the borrower can take from the bank exactly as much as specified in the contract, and the credit limit will not renew even if the spent money is returned.
The term of the credit lines is two years (or 731 days from the date of contract signing). The source of funding for the services in all cases is the regional budget.
Interestingly, not much time has passed since the April competitions, yet the Kirov authorities have sharply increased the amounts they are willing to pay for obtaining loans. For example, while in April they calmly signed a contract for receiving 1 billion rubles for 299 million rubles, in May they allocate 40 million rubles more for obtaining the same funds. And this is the case for all competitions. The reason for this is unknown; however, it is clearly not a matter of budget savings, which our authorities love to mention.
