Three applications from a single customer — the Mass Communications Department of the Kirov Region — were found on the state procurement portal. All of them formally concern the same subject: providing services for creating and broadcasting news segments about government authorities on a television channel. However, a detailed comparison of the documents revealed that the conditions and costs differ. The total initial price of the three contracts is 7 million 866 thousand 666 rubles 60 kopecks.
The most budget-friendly procurement

What else distinguishes the procurements?
Volume. The main difference is the number of segments: 20 versus 40. However, the two procurements for 40 segments have different prices per unit — 73 thousand 333 rubles and 80 thousand rubles. The reason for this is not clear from the documents.
Electronic platforms. One procurement (for 20 segments) is conducted on "Sberbank-AST," while the other two are on "AGZ RT." The reason for separating identical procedures is not explained.
Broadcast time. The documentation for the most budget-friendly procurement explicitly states: evening prime time from 19:00 to 22:00. Performance security is everywhere — 10% of the initial maximum contract price.
Formally, each procurement is justified separately, and the coefficients of variation do not exceed the norm. However, the simultaneous conduct of three auctions by a single customer for one subject, but with different prices per unit of service and on different platforms, raises questions about the feasibility of fragmentation. Perhaps this way the customer simply insured themselves: if one procedure fails, the other two will meet the need. Or it is an attempt to attract different performers under different volumes and conditions.
