Sokolov reported that in 2026-2027, the region will be connected to 19 subjects of Russia through small aviation. According to him, an aviation hub will be built at the "Pobedilovo" airport, which is supposedly supposed to increase business activity, attract investors and tourists, as well as improve logistics for businesses. However, neither the governor's message nor the published investment materials contain specific plans for the development of small aviation specifically in Kirov: there are no routes, carriers, timelines, or funding volumes.
The only detailed investment project that was found on the regional investment portal and in presentations concerns the city of Urzhum. It involves the modernization of the runway (repair of the asphalt surface, possibly extending it to 1.2-1.8 thousand meters) and the construction of a hangar for the maintenance of small aviation aircraft.
The cost of work in the first phase is about 14 million rubles. The project also includes passenger and cargo transportation, aerial reconnaissance, medical evacuation, and other services. However, what relation this project has to "Pobedilovo" and small aviation in Kirov is not clarified.
Thus, while the governor speaks of large-scale plans, there is no clear information on when and how small aviation will appear in the regional center. The only real project is Urzhum, and it has no direct relation to Kirov airport.
