      The Government of the Russian Federation has established a quota for targeted training in higher education institutions funded by the federal budget for the year 2026. The corresponding order No. 803-r was signed by Prime Minister Mikhail Mishustin on April 10, and the progress of its implementation was discussed at a cabinet meeting on April 21.

      A total of over 83,000 places have been allocated for targeted training. More than a third of these are in the healthcare sector. About 20,000 places are designated for training specialists in engineering and technology. Approximately 13,500 places are in the field of education and pedagogy. More than 9,000 places are for agriculture. The quota has been formed based on applications from enterprises and organizations.

      A key innovation for 2026 is the complete detailing of the quota. For the first time, the documents specify the exact number of places for each form of education (full-time, part-time, distance), across all levels of higher education, as well as for specific specialties and training areas. In addition, targeted places are distributed among employers who have expressed a need for personnel, educational organizations where the targeted students will study, and regions where they will be required to work after graduation.

      As Mikhail Mishustin noted at the Government meeting, the new procedure will fully take into account the staffing needs of the regions. Graduates will receive a guaranteed job in their field, and companies will attract trained and interested specialists.
