Russians have been exempted from the fee for recording children in their passports.
The State Duma has passed a law that exempts Russians from paying state duty for entering information about children in their foreign passports. The changes will affect parents applying for documents for traveling abroad with minors under 14 years old. Amendments have been made to the law "On the Procedure for Leaving the Russian Federation and Entering the Russian Federation," as well as to the Tax Code of the Russian Federation. Now, there will be no need to pay for entering children's information in the foreign passport. As noted in the explanatory note, the decision is related to the planned abandonment of the practice of entering information about children in the forms of foreign, diplomatic, and service passports. The law has already been adopted in the second and third readings. It is expected that the new regulations will come into effect on January 1, 2027.
