Complaints are coming from both residential areas and the city center: terminals in grocery stores are not working, taxi and delivery payments are failing, and ATMs either do not dispense cash or are completely unavailable. In stores, customers are being switched to cash payments. At the same time, withdrawing money becomes a separate problem — there are queues at the working ATMs. The cause of the situation may be restrictions on mobile internet usage. Under such conditions, terminals and ATMs that are not on the so-called "white lists" cease to function. It should be noted that currently, the ATMs of Bank Khlunov are operational — cash can be withdrawn there. Additionally, users report that the problem has also affected online transfers via "SBP". For example, transferring money from "Khlunov" and "Alfa Bank" to an account at "Sber" is possible, but the reverse is not. The Sberbank hotline confirmed the existence of technical problems: "Currently, some clients are experiencing difficulties using the services. The team is already working on a prompt restoration." Moreover, issues with this bank are observed not only in the Kirov region but throughout Russia. The same goes for T-Bank and VTB. Residents also report that a similar situation has been observed in Slobodsk — payment issues have been recorded there since yesterday. There is currently no official information on the timeline for the full restoration of services.
