"You can't see everything in black and white": Laptev and Sandalov responded to the harsh criticism from the deputies.
Today, at the plenary session of the Legislative Assembly, the chairman of the Audit Chamber of the Kirov region, Yuri Laptev, delivered a report on the agency's activities in 2025. Following this, there was harsh criticism — not so much directed at him, but at the officials.
Thus, Deputy Albert Bikaluk expressed the opinion that the activities of the Audit Chamber did not yield the desired results in terms of establishing financial order. "But this is not your fault," he addressed Laptev.
Bikaluk, having studied the materials from the report, noted that in the procurement sector in 2024, violations amounting to 48 million rubles were allowed, while in 2025 "the figures are classified." A total of procurements worth over 41 billion rubles were completed, most of them from a single supplier, that is, without a competition. "I believe this is a complete sham," Bikaluk stated. "Lack of control and irresponsibility."
The deputy also drew attention to housing for orphans that has been built but remains unclaimed. And to other violations: "In the PMMI, financial violations were identified amounting to 37 million rubles, in the passenger transport sector — 173 million rubles, in the 'Comfortable Urban Environment' program — 151 million rubles, and it's shameful to talk about 'Clean Water', while the topic of the Capital Repair Fund is classified. C'est la vie, as one manager told me. I believe the regional leadership is doing everything to prevent this topic from being discussed."
Bikaluk touched on other problems: "Regarding the Directorate for the 650th Anniversary — a financial hole, regarding school construction — they continue to sing the mantra that we should be proud of this, although, in my opinion, we have disgraced ourselves in front of the whole country — more regional funds are already being spent than were allocated federally. And it is unclear how many years we will continue to be ashamed." He added that the Audit Chamber has checked everything, found violations, sent them to law enforcement agencies, but so far no one is in jail; moreover, people are receiving new positions and awards.
The deputy also criticized the Legislative Assembly: "I believe our Legislative Assembly has become absolutely toothless! Today, the majority supports any initiative — changing history, renaming streets, new holidays and awards, but they do not firmly demand results from the executive power, which, in my opinion, is working unsatisfactorily today."
Laptev, having listened carefully to this speech, responded: "I acknowledge that you carefully review our documents. But one cannot live like this and see everything only in black! We have many positive moments that also need to be talked about and noticed. And I do not work for gratitude. I advocate for justice."
Deputy Sergey Mamaev supported Bikaluk. He added that the Audit Chamber is generally doing well — after its inspections, at least four criminal cases have been initiated, or even all five. Including — regarding the Capital Repair Fund. Mamaev expressed the opinion that the money there might have been "squandered." The deputy also criticized the executive power, stating that singing and dancing is good, but creation is also necessary. And today, in his view, this is not particularly happening.
Laptev commented on the situation with the Capital Repair Fund. According to him, it is gradually improving. Today, debts on concluded contracts amount to 930 million rubles, overdue debts have been reduced to 400 million rubles, technical inspections of houses are practically completed, and the capital repair program will be adjusted in the future. A loan has been taken, and thanks to this, the Capital Repair Fund is gradually settling accounts with contractors. The Fund has already repaid 50 million rubles on the loan. In addition, last year it returned 400 million rubles in advance payments. "Of course, there are problems, both big ones, and we all want to solve them as quickly as possible," Laptev summarized. "But miracles do not happen. I believe we need to help the Fund."
The chairman of the government, Mikhail Sandalov, was outraged by the remark about "squandering funds." He noted that the authorities have no suspicions that the Capital Repair Fund "squandered" money. And that all the money allocated by the deputies is going "specifically for its intended purpose, and no other." Sandalov concluded: "We are grateful for the control of the Audit Chamber. And we are always open to cooperation. But to say that we squandered, I would not say, that is incorrect."
Mamaev drew Sandalov's and others' attention to how many objects in the region are abandoned and how many contractors have been left high and dry, believing the customer and not waiting for payment for their work. The chairman of the Legislative Assembly, Roman Beresnev, responded to him that "one must start with oneself," and threatened to disclose information about which deputies do not pay contributions to the Fund and thus hinder payments to contractors. According to him, in some cases, the amounts reach hundreds of thousands of rubles.
