Simakov ended up at the bottom of the list of mayors.

      One of the main tests for the city authorities was the record-breaking snowfall season. According to Andrey Usenko, president of the Vyatka Chamber of Commerce and Industry, the administration overall managed the snow removal: "four out of five." He noted that moving around Kirov in winter was often more comfortable than in other cities, including Moscow, although problems in the courtyards traditionally remained.

      At the same time, experts point to systemic shortcomings. In particular, the city still does not have an effective system for evacuating improperly parked cars, which hinders quality snow removal. Additionally, there remains the question of transitioning from a "mobilization" work mode to a permanent and sustainable urban management system.

      Among the positive changes is the launch of an intelligent transportation system, which is expected to reduce traffic jams and accidents. However, according to experts, the real results of its operation are not yet very noticeable to the residents.

      At the same time, the head of the Kirov administration, Vyacheslav Simakov, ranked 73rd out of 88 in the national ranking of mayors for January-March of this year.
