On April 1, the rules for calculating the debt burden of borrowers in Russia will change. This was reported by the press service of the Bank of Russia.
In particular, account statements can only be used to confirm salary, pension, social benefits, and income from renting out property. Other deposits into the account will need to be confirmed with additional documents.
In addition, to account for the sources of income of salaried clients (all except salary), lenders may require supporting documents. At the same time, banks and microfinance organizations will still be able to use certificates for personal income tax and statements from salary accounts.
For assessing the income of individual entrepreneurs, documents that they issued to themselves can no longer be used. At the same time, individual entrepreneurs will retain the right to issue salary certificates for their employees. They will be able to confirm their own income using tax declarations and a record book of income and expenses.
Moreover, a simplified approach will remain in place, where borrowers declare their income in the bank's questionnaire without providing supporting documents. However, its use will gradually be restricted. Currently, lenders can consider declared income not exceeding the average per capita income in the region when calculating the debt burden, but from July 1, 2026, banks will have to apply an additional discount of 10% to it. From July 2027, it is planned to completely abandon the simplified approach and only consider officially confirmed incomes of borrowers.
